"Unlicensed" in this context means: the device was sold in Canada without that specific licence in place.

It does not mean the device was found to be dangerous. It does not mean the technology is unproven. It means a regulatory filing was not completed for the Canadian market before sales began.

A device can be scientifically validated, safely used by thousands of people, and legally sold in multiple other countries — and still be flagged by Health Canada if the MDL filing has not been processed and approved.
